AMIL – Multi-stakeholder Alliance for Migrants Integration and Labour: an effective methodology for the labor integration of migrants

The AMIL – Multi-stakeholder Alliance for Migrants Integration and Labor project started in April, co-financed by the European Union through the AMIF Fund, which uses a methodology refined and successfully validated in the previous project “LIME – Labor Integration For Migrants Employment” .

This innovative and consolidated approach is designed to facilitate the integration of third-country nationals into the complex and dynamic European labor market. Through targeted strategies and adaptive tools, the AMIL project aims to promote job opportunities and sustainable growth for migrants, thus contributing to greater social and economic inclusion and balanced development of local communities.

This experience inherits the MEIC (Migrants’ Economic Integration Cluster) methodology , implemented through two Pilot Actions in Italy and Spain , which carried out, among other activities, business and professional training , self-entrepreneurship workshops and L2 professional language courses .

The main concept is to develop a strategy which, starting from data analysis considering the social and economic variables relating to the implementation area, is then developed with a participatory approach involving various key socio-economic actors aimed at identifying the most adequate to increase the effectiveness of existing labor market integration policies .

The participation of the various actors involved and attention to the specificities of the local context are the pillars of this approach: the cluster is understood with a territorial meaning, in the sense of “geographical concentrations of interconnected companies and institutions in a particular field” and therefore with a vision of local development and economic growth-oriented towards local districts.

All project activities are aimed at:

• consolidate strategic and operational collaboration between key socio-economic actors (employers’ associations, vocational training providers, employment services, local authorities, companies, Chambers of Commerce);
• increase the effectiveness of existing labor market integration policies and tools by adapting them to the needs of third-country nationals (TCNs).

Territorial analysis is the basis for every strategic choice : in particular, the local context is analyzed starting from social variables (quantity and quality of employment centers in the area, ease of access for beneficiaries), socio-economic variables (distribution of businesses in the territory, production differentiation, degree of competitiveness) and institutional variables (programming, legislation, ongoing public policies to support work integration).

Last, but not least, great attention is paid to the beneficiaries, starting from individual knowledge (who they are, where they come from, what their migratory project is), listening to their needs and concluding with the shared construction of each project of work integration, the valorization of skills, the development of skills through training courses and internship support.

We hope to build on the experience acquired to successfully continue the integration paths for the beneficiaries of the AMIL project, systematizing the “Cluster” methodology to make it replicable in new local contexts.
